Last month (October 2020) the board of Governors of the Federal Reserve submitted a report to Congress detailing the findings of their survey of 15 banks that issue Government-Administered, General-Use prepaid cards. The survey was commissioned in order to “…collect prevalence-of-use and fee data on federal, state, and local government-administered payment programs that used prepaid cards as a method to disburse funds in calendar year 2019”.
Though the report does not mention Direct Express® by name, it contains much that is relevant to those with an interest in the program.
